HTTP path importer

For sys.path entries starting with " http://", implement a HTTP path hook that attempts to download from the provided base URL.

Basic support for  DAV to cache remote directory contents would be ideal.

We plan to implement this using libjingle, which is not readily usable in it's current state.

This is thus postponed until Beta-4 later this Spring

We're no longer planning to use libjingle, so this may be implemented for beta3.
